Factors that are facilitators and limits of an itinerant health service in a rural area of Peru

Abstract

This research has been developed based on a case study presented in a master’s thesis in social management. The study explored the facilitating and limiting factors of the functioning of the itinerant service provided by the Mobile Health Unit of the Cusco North Network, during the period 2014-2018. The study analyzed the factors related to articulation mechanisms, the participation of social actors, the beliefs of health personnel and the perception of users.
Several facilitating factors were identified, such as the Results-Based Budgeting strategy, coordination based on mutual adaptation, support from community health agents, and cultural adaptation of care. Among the limiting factors were administrative barriers to access and continuity of care, a weak social participation strategy and inadequate human resource planning. Finally, the study proposes some recommendations to improve the management of this service to citizens.
