Abstract

The strengthening of productive chains is a great challenge for the three levels of government. Although the State has shown various signs of its interest through strategies and initiatives to close gaps in the productive sector, they have not been sufficient to achieve significant results that improve the competitiveness of small rural producers and achieve their consolidation in the market in order to improve the quality of life of their families. This case deals with the PROCOMPITE strategy, a competitive fund created by the State to finance productive projects that seeks to promote local and regional economic development with the particularity of authorizing subnational governments to allocate a percentage of their budget to co-finance business plans. To better understand the problem that the strategy hopes to counteract, we will meet the producers of the hypothetical region of Vizcayán Alto. Likewise, we present some aspects of its implementation through the management carried out in the Cusco Regional Government between 2019 and so far in 2022 with the purpose of sharing the positive results, opportunities for improvement and a solution proposal based on your experience with PROCOMPITE.
