Abstract
Innovation laboratories have emerged as effective instruments of innovation in the public
sector. However, the contexts where they were born do not resemble the economies where they
have been expanding. This exploratory study seeks to analyse the potential development of
innovation labs in the tourism sector at the public level. To reach this goal, in-depth interviews
were conducted with specialists from both branches.
Firstly, the results show that the organizational enabler is the most decisive, as well as leadership
as the most preponderant and destabilizing conditioning component. Additionally, two emerging
components were identified, which should adhere to contexts similar to that of Peru, such as
communication skills and political capacity.
Although there are few national laboratories that emerge and survive, they have been making their
way on various spaces of the public administration. A potential development in the tourism sector
becomes feasible due to the relative stability of policymakers in the administration and the urgent
need to innovate. On this matter, objectives, type of innovation, form of intervention, operational
scheme and appropriate organizational level were identified with a view to a possible start-up.
