Abstract

The interview with Félix Muriel, a Spanish expert in public administration and human resource management, examines the main challenges faced by public managers in contexts of technological transformation and organizational change. Drawing on his experience in Spain's educational reform and senior public management, Muriel highlights the strategic role of public managers as agents of change, responsible for fostering innovation, continuous learning, and institutional adaptation to emerging challenges. He also emphasizes the importance of collaboration between public managers and political leaders in advancing sustainable reforms, as well as the need to strengthen knowledge management, ensure institutional continuity, and professionalize the civil service through merit-based, transparent, and stable systems. Finally, the interview underscores that leadership, consensus, and the continuous development of competencies are essential factors for building modern, efficient, and citizen-centered public organizations.
