Saber Servir is a peer-reviewed academic journal with a scientific and formative orientation, published by the National School of Public Administration (ENAP), the academic branch of the National Civil Service Authority – SERVIR. It is a virtual, open-access publication with no fees for authors or readers, published since 2017 and on a sustained biannual basis since 2019 (July and December).
The journal is part of ENAP’s institutional effort to strengthen public management in service of citizens, promoting the dissemination of rigorous and applied knowledge on public administration, with an emphasis on civil service, public ethics, innovation, and institutional strengthening of the State.
It is aimed at public servants, researchers, faculty, and professionals linked to public management, and fosters a dialogue between research, institutional practice, and civil-service training, integrating theoretical, applied, and formative perspectives.
Saber Servir publishes research articles, essays, case studies, management experiences, and academic reviews.
Research articles undergo a double-blind peer review process, while the other sections are evaluated by the editorial team based on relevance, originality, and academic quality, in accordance with international best practices (Latindex 2.0, DOAJ, COPE, APA 7).
Priority is given to contributions addressing the following thematic areas:
Nevertheless, Saber Servir is also open to other contributions related to public management and its contemporary challenges, provided they offer an analytical, evidence-based, or practice-oriented perspective on the functioning of the State.
The journal combines scientific rigor with a pedagogical vocation, positioning itself as a platform for applied public science that contributes to continuous learning and the development of Peru’s civil service.
Peer review process
All articles submitted for publication in Saber Servir go through an evaluation of formal requirements by the editorial committee that will determine if they comply with the guidelines for authors. Articles that pass the first stage will be submitted to an anonymous evaluation under the peer review system. Each manuscript will be evaluated by at least two specialists in the field, guaranteeing academic rigor and editorial quality. In the event of a significant discrepancy between the opinions, a third evaluator will be called upon to determine the feasibility of their publication.
Code of Ethics
The journal takes as a reference the principles of transparency and good practices established by COPE (Committee on Publication Ethics), particularly in relation to conflicts of interest, originality and peer review systems.
