Submissions

Saber Servir, an academic journal published by the National School of Public Administration (ENAP), an academic branch of the National Civil Service Authority (SERVIR) of Peru, welcomes original submissions in Spanish that have not been previously published and are not under review by other journals.

Manuscripts must align with the thematic and formative focus of the journal, which prioritizes applied analyses of public management, with emphasis on Peru’s civil service, while also welcoming contributions addressing other relevant topics related to the State, governance, and public innovation.

1. Types of Contributions Accepted

The journal considers the following types of manuscripts:

  • Original research articles

  • Articles derived from theses (master’s or doctoral theses approved within the past two years)

  • Literature review articles

  • Book reviews (of works published within the past year on public management or civil service)

Submissions must be sent in Word format to: revistaenap@servir.gob.pe

2. General Requirements

  • Manuscripts must be written in Spanish.

  • A maximum of four authors is allowed per manuscript. For submissions with more than two authors, the content must demonstrate proportional depth and complexity.

  • The Editorial Committee may request a statement of author contributions (CRediT model).

  • Each author may publish once every two consecutive issues, to ensure authorial diversity.

  • Submissions must include a separate cover sheet with the required author information (see section 6).

3. Formatting Guidelines

  • Font: Arial 11, line spacing 1.5, Word format (.docx).

  • The manuscript must include a title, abstract, and keywords in Spanish and English.

  • Citations and references must follow the APA 7th edition style.

4. Specific Requirements by Type of Manuscript

A. Research Articles

  • Length: 3,500 to 9,000 words (excluding tables, figures, and references).

  • Recommended structure: IMRaD (Introduction, Methods, Results, and Discussion).

  • The abstract (max. 200 words) must include the objective, methodology, results, and main contributions.

  • Include figures or tables following APA format; if necessary, provide source files separately.

  • Direct quotations must not exceed 25% of the total text.

B. Articles Derived from Theses

  • Based on master’s or doctoral theses approved within the last two years.

  • Length: 1,500 to 3,500 words (including everything).

  • Must address the research problem, methodology, and main conclusions.

  • The title must differ from the original thesis title.

  • Include the repository link to the published thesis.

  • Directly extracted or truncated versions of the original thesis will not be accepted.

C. Literature Review Articles

  • Length: 3,000 to 6,000 words.

  • Must describe an explicit review methodology (search, selection, and analysis criteria).

  • Include at least 20 academic references, primarily recent (within the last 5–10 years).

  • Suggested structure:

    1. Introduction (topic definition)

    2. Review methodology

    3. Critical synthesis organized by themes

    4. Discussion and analysis

    5. Conclusions and recommendations

  • Descriptive summaries will not be accepted. Articles must demonstrate critical thinking and analytical capacity.

D. Book Reviews

  • The reviewed book must have been published within the past year.

  • Length: 1,500 to 2,500 words.

  • Required content:

    • Bibliographic citation (APA 7th ed.)

    • Review title (different from the book title)

    • General summary and analysis of key sections

    • Relevant commented quotations

    • Critical judgment, context, and recommendations

  • Include at least five complementary references.

5. Special Section: “From the Congress”

The From the Congress section features selected works from the Annual Civil Service Congress, organized by SERVIR, aimed at showcasing innovative ideas and proposals from public servants and other actors in public management.

2025 Edition – Pseudonym Evaluation

Manuscripts were evaluated using a pseudonym system to ensure transparency and impartiality.

2026 Edition – Double-Blind Peer Review

Beginning with the 2026 edition, all manuscripts in this section will undergo a double-blind peer review process, in line with Saber Servir’s ethical and academic standards.
Neither the authors nor the reviewers will know each other’s identities during the process.

6. Author Cover Sheet

Must be submitted as a separate file and include:

  • Article title (in Spanish and English)

  • Full name and institutional affiliation

  • Academic degrees and current occupation

  • ORCID ID (mandatory)

  • Email address and phone number

  • Color photograph and national ID number

  • Short biographical note (40–60 words per author)

7. Declaration of Copyright Transfer

All authors must sign a Statement of Authorship and Transfer of Economic Rights prior to publication.

9. Pre-Submission Checklist

Before submitting, authors should review the submission checklist available in the OJS platform.

10. Editorial Evaluation and Timelines

All submitted manuscripts are first reviewed by the Editorial Committee, which verifies compliance with formal requirements and thematic relevance.

Research articles are subject to a double-blind peer review process.

The entire editorial process takes approximately 12 to 15 weeks, from the receipt of the manuscript to the communication of the final decision.

Authors will receive confirmation of receipt and periodic updates on the status of their submission throughout the review process.

Saber Servir is published under a Creative Commons Attribution-NonCommercial 4.0 International License (CC BY-NC 4.0).
The journal charges no fees for submission, review, or publication.
