Competencias digitales en el segmento directivo del servicio civil para el gobierno y la transformación digital

Abstract

Currently, different countries are in the process of digital transformation, because they understand the degree of development that can be achieved thanks to emerging technologies. In this context, this paper seeks to strengthen the digital competencies required by the managerial segment of the civil service, based on the review of the regulatory framework, the experience in other countries and the experience of the private sector, resulting in the need to define the digital competencies in the managerial segment of the civil service, proposing the SFIA framework as an instrument to support the implementation of public policies and implement a digital government that supports and generates public value for citizens. To this end, the importance of the governance of organizations, proposed by the NTP ISO 37000, and the governance of information technologies under the NTP ISO/IEC 38500,
standards that help to clarify the functions of the Governing Bodies, performed by public officials; and the Management Bodies, performed by public managers, allowing to identify the digital competencies needed to lead the implementation of the Digital Government Plan and achieve the digital transformation of their institutions.
