Abstract

This article examines how human talent management influences the development of state capacity in the district municipalities of East Lima during the 2023–2025 period. A qualitative-descriptive design was employed, based on documentary analysis of Joint Local Development Plans and institutional documents from eight districts: Ate, Chaclacayo, Cieneguilla, El Agustino, La Molina, Lurigancho-Chosica, San Juan de Lurigancho, and Santa Anita.

The findings reveal differentiated configurations of state capacity associated with staff professionalization, continuous training systems, and coherent organizational structures. La Molina illustrates a high-capacity institutional configuration, while Chaclacayo and Cieneguilla exhibit low-capacity dynamics. The study proposes the creation of a Municipal Public Career System and a National Academy of Local Government as structural mechanisms to strengthen human talent and promote sustainable state capacity in local governments.
