Abstract
Peru has embarked on a process of modernizing its public administration and, as part of this state policy, has committed to becoming a modern State at the service of its citizens—one that is not only efficient but also citizen-centered, inclusive, and open.
The objective of this study is to analyze the commitments undertaken by Peru in the first three Open Government Action Plans and to present a good practice in electoral integrity. This analysis provides insight into the country's progress and the priority areas of the Peruvian State in its modernization efforts, while also disseminating an exemplary practice aimed at preventing corruption in public administration.
The study examines the categories addressed by these commitments and how their distribution evolved across the three action plan periods. It also highlights the development of those categories with the highest proportion of commitments. Regarding the curriculum vitae disclosures required by the National Jury of Elections, the article explains their origin as a moral commitment established under the Electoral Ethics Pact, the subsequent regulatory developments that strengthened this mechanism, and its growing importance as an instrument for promoting transparency.
