Abstract

The Mobile Social Action Platforms (PIAS) constitute an innovative strategy developed by the Peruvian State to reduce gaps in access to public services for the most remote communities in the Amazon region and the Andean highlands. This article analyzes the evolution, implementation, and outcomes of this initiative as a best practice in public management coordination. Based on a descriptive review of the creation and consolidation process of the PIAS, the study examines the interinstitutional coordination among the Peruvian Navy, the Ministry of Development and Social Inclusion, and various public institutions responsible for delivering health care, civil identification, social protection, education, and financial services. Furthermore, the article highlights the management mechanisms implemented to address complex geographical conditions, public health emergencies such as the COVID-19 pandemic, and the provision of services to Indigenous populations through an intercultural approach. The findings show that multisectoral coordination, institutional leadership, effective human resource management, and the incorporation of intercultural dialogue strategies have expanded service coverage and improved access to essential public services for thousands of citizens living in historically underserved territories. The study concludes that the PIAS represent a successful innovation in public management, whose long-term sustainability depends on strengthening intergovernmental coordination, ensuring timely resource allocation, promoting community participation, and continuously improving planning, communication, and evaluation mechanisms.
