Impulsar un desarrollo eficaz y permanente. Un enfoque desde el servicio civil

Abstract

This document proposes that in order to contribute to promoting effective and permanent development in Peru it is strictly necessary to strengthen the civil service. The text identifies that the creation of the National Civil Service Authority and its operation have constituted appropriate measures, managing to reverse the deficient situation of human resources in the national public administration compared to other countries in the region. However, the author argues that this progress is still insufficient given the structural challenges of the State. Consequently, through an exhaustive review of literature and institutional reports, various tactical proposals aimed at complementing the reform of the Peruvian civil service are formulated. Among the suggested proposals are the adaptation of strategies to the organizational maturity level of each entity, the integration of the Sustainable Development Goals as an ethical framework, the revaluation of the state worker image, and the urgency of decentralizing operations to meet regional demands. In conclusion, the research highlights that officials must focus their work with full awareness of how their determinations directly impact the reduction of gaps and the comprehensive development of the country.
