Abstract
This working paper has been published by the National Civil Service Authority (SERVIR) with the aim of fostering knowledge and encouraging discussion of the educational proposal developed by the National School of Public Administration (ENAP), Peru’s public management school responsible for training public servants to improve citizen services within the Peruvian State.
ENAP is the distant successor to the former Higher School of Public Administration (ESAP), which was closed as part of the State reform undertaken in 1994. Two decades brought profound changes in a society as dynamic, active, creative, and rapidly evolving as Peru’s. In the absence of a State-led alternative for executive education in public management, the higher education market expanded—albeit with varying degrees of success—to meet the demand generated by Peru’s approximately 1.5 million civil servants.
