Abstract

This study analyzes the recent expansion of the Managerial Support Fund (Fondo de Apoyo Gerencial, FAG) between 2024 and 2026, focusing on its functional and territorial evolution, as well as the institutional implications arising from the coexistence of modalities subject to varying levels of oversight, particularly in the context of the increasing incorporation of managerial profiles. A descriptive–analytical quantitative approach is employed, based on the examination of administrative records. 

The results reveal three main dynamics. First, a significant expansion of the instrument since 2023, driven primarily by the implementation of the SPAR modality; second, a shift in its functional composition, marked by greater participation of managerial profiles subject to performance evaluation schemes; and finally, an increasing concentration in local governments, whose share rose from 39% to 51% of the total, particularly in territories facing structural management gaps.

However, the instrument displays a differentiated internal architecture: while the SPAR modality incorporates formal monitoring mechanisms, the traditional scheme preserves broader margins of discretion.

The study concludes that the impact of the FAG depends on the consistency of its oversight mechanisms, underscoring its potential as an instrument for technical strengthening. Nevertheless, its institutional sustainability requires the convergence of standards of merit, transparency, and control.
