Abstract

This article proposes an integrative model that articulates process management, data management, and knowledge management, incorporating the responsible use of artificial intelligence as a cross-cutting tool to strengthen the institutional capacities of public entities. The proposal was developed using an exploratory methodology based on direct experience in the public sector and a review of national regulations, international management models, and specialized studies.

The model provides an innovative approach by coherently integrating, within an operational framework, management approaches and guidelines that are currently applied in a fragmented manner in public administration. In this context, artificial intelligence is positioned as a key enabling component to optimize internal management, decision-making processes, and institutional effectiveness. The model aims to generate synergies between the Administrative System for the Modernization of Public Management and the National Digital Transformation System in order to create public value in the Peruvian State.

Additionally, the article opens avenues for further research on the interaction among the three areas of management and on the role of artificial intelligence in public sector modernization and digital transformation processes.
