Abstract
This article analyzes the Crédito-Beca Program of Peru's National Civil Service Authority (SERVIR) as a public policy instrument aimed at strengthening state capacities through the professionalization of the Peruvian civil service. Drawing on normative sources, institutional documents, and specialized literature, the study examines the program's design, evolution, and outcomes, as well as its relationship with the so-called fourth wave of administrative reforms in Latin America, characterized by an emphasis on institutional strengthening and state capacity development. The article also provides a comparative review of similar initiatives implemented in Colombia, Chile, Argentina, and Brazil, identifying both shared features and distinctive characteristics of the Peruvian model. The findings suggest that the Crédito-Beca Program has contributed to the development of managerial and technical competencies, the strengthening of public sector human capital, and the expansion of postgraduate training opportunities for civil servants from different public entities and regions of the country. Nevertheless, significant challenges remain regarding talent retention, territorial inequalities in access, financial sustainability, and adaptation to the digital transformation of government. The article concludes that the Crédito-Beca Program represents an innovative experience in civil service strengthening and a valuable regional reference for designing state capacity-building policies
