Abstract

This study analyzed the relationship between training and organizational commitment among civil servants of the District Municipality of Ate, in a context characterized by institutional effectiveness constraints and challenges in citizen service delivery. The research adopted an applied, quantitative, non-experimental, cross-sectional, and correlational design. Surveys adapted from the School Administrative Descriptive Survey (SADS) and the Three-Component Model (TCM) were administered to a probabilistic sample of 333 civil servants. The findings revealed a significant and positive relationship between training and organizational commitment (Rho = 0.399). Furthermore, Program Evaluation was identified as the training dimension most strongly associated with commitment (Rho = 0.386), suggesting that employees develop a stronger sense of belonging when they perceive that their organization values and assesses the outcomes of training processes. The study concludes that training constitutes a strategic human resource management instrument in the public sector, whose impact extends beyond competency development and contributes to strengthening organizational commitment and improving local public service delivery.
