Abstract

Delays, cost overruns, and stoppages in public works negatively affect the effectiveness and use of public funds. Currently, a large number of stalled projects have involved significant investments and, despite having reached their execution deadlines, have failed to provide the services promised to citizens. Accordingly, urgent measures are needed to reverse this situation. This study identifies the main causes associated with public works stoppages and proposes improvement actions according to the level of government. To this end, a documentary analysis was conducted using a descriptive-comparative design and an exploratory causal approach. Specifically, reports on halted works issued by the Office of the Comptroller General of the Republic, audit reports, public investment regulations, and documents related to project management were reviewed. The results show differences in the incidence of causes according to the level of government. At the national level, contractual non-compliance and disputes predominate; at the regional level, deficiencies in technical files and financial constraints stand out; and at the local level, shortcomings in direct administration, management, internal control, and institutional capacities prevail. The study concludes that public works stoppages are a multicausal phenomenon whose nature varies according to the level of government and execution modality.
