Abstract
This text presents a critical review of the book Gobierno que Innova: Toward a New Model of Public Management in Arequipa, which proposes an innovation model for local governments in the province of Arequipa. Drawing on classical and contemporary literature on innovation and public management, the authors examine the conceptual and methodological foundations of the proposal.
The review analyzes the model’s structure, operational phases, and the role assigned to senior leadership and technical innovation teams, contrasting these elements with international experiences and with Peru’s Technical Standard No. 003-2025-PCM-SGP on public innovation management.
The critical assessment identifies both the main contributions of the book and several gaps related to institutional articulation, evaluation mechanisms, incentives, and knowledge management. The review concludes that while the book offers a valuable contribution to discussions on innovation in local governments, further refinement is required to ensure regulatory alignment and practical applicability.
