Abstract
In response to the COVID-19 health emergency decree, the Ministry of the Presidency restructured its workforce to ensure the fulfillment of the State's critical budgetary urgencies. Although technical support remained uninterrupted, guaranteeing the issuance of regulations and subnational transfers, this initial phase required exceptional in-person attendance that exposed civil servants to an evident risk of infection.
Faced with the imminent increase in cases, the institution transitioned to a remote work modality. This transition represented a structural challenge that demanded a rapid reorientation in the management of technological resources, confronting equipment shortages and the staff's digital divide, as well as the reconfiguration of human resources in light of occupational health vulnerabilities. Furthermore, the text highlights the organizational tensions derived from changes in upper management during critical stages of fiscal closing and political crisis. In summary, this case study illustrates the complex search for balance between administrative efficiency, the uninterrupted provision of citizen services, and work-family harmony, serving as a scenario for the analysis of decision-making, leadership, and change management in public administration.
