No. 13 (2025)

Issue No. 13 of Saber Servir presents a selection of articles focused on the current challenges of public management, innovation, sustainability, and citizen trust in the civil service. The texts address experiences, reflections, and proposals aimed at strengthening the capacities of the Peruvian State from diverse institutional and territorial perspectives.

Editorial Note:
The From the Congress section brings together the winning works of the national contest “Public Challenges, Ideas with Intelligence”, held within the framework of the Second Annual Civil Service Congress, organized by the National Civil Service Authority (SERVIR).

The original texts, written by public servants from across the country, were transformed into academic articles through a process of review, methodological guidance, and scientific editing carried out by the editorial team of the National School of Public Administration (ENAP), with the purpose of adapting them to the IMRyD model and ensuring the editorial quality of the published manuscripts.
